    Constance Rose “Connie” Manning, age 80, of Whiterocks, also known by Constance Ioupe, Redfoot, Manning, passed away March 19, 2026, at the Uintah Basin Sr. Villa with loved ones near.
    She was born March 31, 1945, in Ft. Duchesne, Utah, to Ralph A. Redfoot and Nellie Ioupe.  She married Clifton Manning on March 27, 1966 in Naples, UT.  He died November 19, 2014.
    Connie grew up in the Bluebell and Altamont area attending the Whiterocks Boarding School.  She went to high school at the Phoenix Indian Boarding School where she was on the drill team, marching band, and was a baton twirler.  She lived in San Francisco during the relocation act. She was a seamstress in Denver, Colorado, did housekeeping in Las Vegas, was a social worker for the Ute Tribe Circle of Care program, did farming, and was a part time owner of the Whiterocks Store in it’s glory days.   She enjoyed jamming to Motown.
    Connie served as the Whiterocks Community President for many terms, as a Venture Board member, and helped in the Ute Tribe Language Department.  She was a talented beadworker, selling many of her items, and was always sewing some type of regalia.  She trained all of her children to sew and bead.  She took the family to Pow Wows every year and went to casinos often for her pleasure.  She was a member of the  U & O Veterans Honor Society.  
    Connie was a straight forward person whose sense of humor was tied in to everything she did.  She often said, “If you can’t take, don’t dish it out!”  Her passion was her children, grandchildren, and great grandchildren.  She was always kind, helpful, and glad to be needed.  
    Connie is survived by her children, Ralphelia Manning, Taylorsville; Emery Manning, Tyra Manning, both of Whiterocks; grandchildren, Iris Manning, Calvin UncaSam, Johnnae Cesspooch, William Guadron, Andrew Manning; great-grandchildren, Noelia & Emiily Bullcreek; Edward Smith; Katrina Cornpeach; Geronika; Isaiah, Isabel, & Alexander Guadron; and many other relatives.
    She was preceded in death by her husband, Clifton; parents, Ralph & Nellie; daughter, Nelanna Manning; grandchildren, Jerrett D Manning, Shayla Manning, Leux Co Manning; siblings, Charles Redfoot, Elizabeth Redfoot; other relatives, German Redfoot, Ed Redfoot, Phyllus Tapoof, Dale Ioupe, Elenor Ioupe, Barbara Ioupe, Maxine Natchees, Harvy Natchees,Diane Garrison, Sita Kaufusi,  Alaina Natchees,, Amanda Natchees, John Ioupe, and Tim Thompson.
    Funeral services will be held on Monday, March 23, 2026, at 10:00 a.m. at the Whiterocks Community Building.  There will be a wake after 4:00 p.m. on Sunday at the community building.  
    Burial will be in the Ft. Duchesne Cemetery.
